IEVA Chairman Updates on EU Vaping Regulatory Trends

The Independent European Vaping Association (IEVA) held a webinar titled "Update on EU Vaping Regulation" yesterday. Dustin Dahlmann, chairman of IEVA, hosted the webinar and made a presentation on the ongoing legislation relating to e-cigarettes in the EU.

TPD3 has begun the very first step of legislation, said Dustin, adding that he felt that MEPs were not as supportive of vaping as they were years prior because of the "disposable effect". 

 

He predicts that disposables will face the highest risk from legislative actions, as every nation in the EU are facing discontent because of youth uptake and environmental damages by disposable e-cigarettes.

Through his communications with MEPs, he summarized a few points regarding the future vaping regulations: 

 

--There is high support for vaping excise taxation among the MEPs, it's only a matter of time; it could range from 0.1 to 0.35 euros per ml. He states that IEVA will encourage a flat tax on all vape liquids rather than calculating the taxation from the nicotine content. This will plug up loopholes that other nations have already experienced while simplifying the tax calculations. IEVA will also lobby for a reasonable tax rate of 0.1 euros per ml. 

 

--The attitudes of MEPs towards vaping have been damaged by the "disposable effect." Many MEPs have refrained from commenting on vaping as it has become controversial over the years. More MEPs believe HTP is less harmful than smoking than those who believe vaping is less harmful than smoking. 

 

--The "Packaging and Packaging Waste Regulation" will also encompass pre-filled vaping pods since they are also considered as packaging. That means by 2030 pods must be made from at least 35% of recycled material.
