Argentina to Ban Heat-not-burn Products

On March 27, the Argentine National Ministry of Health issued Resolution No. 565/2023 in the Official Gazette, stating that importing, distributing, marketing, and promoting "heated tobacco products" (PTC) will be prohibited.

The Ministry of Health explained that a heated tobacco product is an electrical device that heats special cigarettes containing reconstituted tobacco to a temperature that does not produce combustion. Although they are advertised as low-risk products, no independent studies have shown that they are not harmful to health. Instead, some investigations have confirmed that they contain many toxic substances found in regular cigarettes; the concentration is higher in some cases.

It is reported that Argentina banned the import, sale, and influence of electronic cigarette products in 2011. Decree No. 602/2013 also classifies e-cigarettes as tobacco products, and therefore the National Tobacco Control Law (No. 26687) prohibits using e-cigarettes in closed public places and on public transport.

Russia: The State Duma Debates on Banning of E-Cigarettes
The public inspector Igor Kosarev said it is premature for Russian e-cigarette makers to worry about a ban on e-cigarette sales. He indicates that the administration doesn’t support the bill. The Ministry of Finance and the Ministry of Industry and Commerce were the first to voice their opposition. The Russian Ministry of Health, which was most supportive of the ban, may also soon change its position to oppose the bill.
