Reynolds Puts Nearly 183,000 U.S. Contracted Outlets Under Age-Verification Rules, Covering 94% of Volume — Can It Shift an Unauthorized Vape Market?
Reynolds American says nearly 183,000 U.S. retail outlets are under contract, with its Retail Marketing Plan Contract covering about 94% of company volume and requiring point-of-sale age verification. The company combines those contracts with We Card, TruAge, NACS-linked infrastructure and POS integration, while enhanced Vuse Pro retail rules add ID scanning, purchase limits and stronger underage-sales accountability. The initial Vuse Pro rollout targets about 50,000 stores. The system is taking shape as unauthorized vapor products remain dominant in parts of the U.S. market: a 2026 study estimated they accounted for 69.4% of tracked brick-and-mortar e-cigarette dollar sales in December 2025.

Key Points

Reynolds says nearly 183,000 U.S. retail outlets are under contract, with its Retail Marketing Plan Contract covering about 94% of company volume and requiring point-of-sale age verification.

The system combines We Card, TruAge, NACS and POS integration; TruAge was integrated into NCR Voyix retail systems in October 2026.

Four flavored Vuse Pro pods are being rolled out in phases to about 50,000 U.S. stores, with ID scanning, purchase limits, signage and enhanced retailer accountability.

FDA's 2026 guidance lowers enforcement priority for certain pending PMTA products but does not constitute marketing authorization; the four flavored Vuse Pro pods remain unauthorized.

Unauthorized or illegal vapor products have historically represented a large share of the U.S. market; the latest study estimated unauthorized products at 69.4% of tracked e-cigarette dollar sales.

Reynolds American Inc. says nearly 183,000 U.S. retail outlets are under contract with the company, while its Retail Marketing Plan Contract, or RMPC, covers about 94% of company volume.

Under Reynolds' current retail-compliance framework, contracted retailers are required to implement and monitor age restrictions and conduct point-of-sale age verification for tobacco and nicotine sales.

The company is layering those contractual requirements with We Card, TruAge and its Responsible Vapor Retailer Program, extending age verification from retailer training into digital identity checks, point-of-sale systems and product-specific sales rules.

Reynolds reports a contracted-retailer “no violation” rate above 99% for restrictions on selling its tobacco products to minors.

Nearly 183,000 Contracted Outlets Cover 94% of Company Volume

Reynolds' Retail Marketing Plan Contract forms the base of its U.S. retail-compliance system.

The company says the agreements cover about 94% of company volume and require participating retailers to implement point-of-sale age verification.

Reynolds also requires contracted retailers to participate in We Card, which the company has supported since the program was founded in 1995. We Card provides training, education and compliance resources for retailers selling tobacco and other age-restricted products.

Reynolds has recently added a more targeted layer for vapor products through its Responsible Vapor Retailer Program.

Contracted retailers choosing to sell Vuse Pro pods face additional requirements, including ID scanning, purchase limits, responsible-retailer signage and heightened accountability for underage-sales violations.

TruAge Brings Age Verification Into Retail POS Infrastructure

Reynolds has sponsored TruAge since 2022.

The digital age-verification system, developed through the National Association of Convenience Stores and Conexxus, can verify age using physical or digital driver's licenses and can support functions including expired-ID detection and purchase-limit checks.

In October 2026, TruAge was integrated into NCR Voyix's point-of-sale portfolio for convenience and fuel retailers.

NACS said the integration means about 75% of the U.S. convenience marketplace can now access TruAge through existing POS technology. NCR Voyix's certified RPOS integration alone makes the system available to more than 20,000 stores.

The 75% figure reflects technical accessibility rather than actual adoption by three-quarters of U.S. convenience stores.

For Reynolds, the system adds a technology layer to its contractual retail requirements: RMPC establishes the obligation, We Card provides training, while TruAge and POS integration provide standardized tools for carrying out age checks.

Vuse Pro Targets About 50,000 Stores With ID Scanning and Purchase Limits

Reynolds is applying enhanced retail controls to the U.S. expansion of flavored Vuse Pro pods.

R.J. Reynolds Vapor Company is selling Berry, Peach, Watermelon and Fresh Mint Vuse Pro pods in selected U.S. markets.

BAT previously outlined a phased rollout to approximately 25,000 U.S. retail outlets in the third quarter of 2026, followed by another roughly 25,000 outlets in the fourth quarter, for an initial planned network of about 50,000 stores.

Reynolds previously told 2Firsts that the rollout involves Vuse Pro pods rather than a new Vuse Pro device.

Retail safeguards include scanning government-issued identification for qualifying purchases, purchase limits and stronger accountability for retailers that violate underage-sales restrictions.

The four Vuse Pro flavors were also displayed at Reynolds' booth during the 2026 NACS Show, alongside VELO nicotine pouches and other products.

The initial 50,000-store rollout remains materially smaller than Reynolds' broader network of nearly 183,000 contracted outlets, and the company has not said all contracted stores currently sell Vuse Pro.

FDA's 2026 Guidance Changes Enforcement Priority, Not Authorization Status

The Vuse Pro rollout follows a change in FDA enforcement policy.

In May 2026, FDA issued guidance stating that for certain ENDS products whose premarket applications have been accepted and filed and remain under review, the agency generally does not intend to prioritize enforcement of the premarket authorization requirement.

For non-tobacco-flavored ENDS, FDA must also have determined that the application contains data needed to assess whether the product is appropriate for the protection of public health.

Products with presumptively youth-appealing characteristics, including cartoon imagery or designs resembling toys, phones or gaming devices, fall outside the lower-priority category.

The policy does not constitute marketing authorization.

The four flavored Vuse Pro pods have not received FDA marketing authorization and remain under review.

FDA's enforcement-priority framework determines where the agency directs enforcement resources; it does not convert an unauthorized product into a product that has received a Marketing Granted Order.

FDA also broadened the range of authorized vapor products in 2026, issuing the first marketing authorizations for non-tobacco and non-menthol ENDS in May.

The U.S. market is therefore seeing two regulatory tracks develop in parallel: continued enforcement against unauthorized products and a broader pathway for products that undergo scientific review.

Unauthorized Products Still Hold 69.4% of Tracked Sales

Unauthorized vapor products have long represented a large share of the U.S. market.

In 2025, the U.S. Department of Health and Human Services said that up to 85% of e-cigarette devices and pods sold at U.S. retail outlets were illegal products.

A 2026 NEJM Evidence study using Circana retail scanner data estimated that unauthorized products still accounted for 69.4% of tracked U.S. brick-and-mortar e-cigarette dollar sales in December 2025.

For disposable e-cigarettes, the unauthorized share reached 97.6%.

Those figures use different methodologies and should not be treated as a continuous time series, but they point to the persistent scale of unauthorized products in the U.S. vapor market.

FDA also reached more than 300,000 tobacco retailers in a nationwide compliance initiative in 2025, including vape shops, convenience stores and gas stations. That figure is not directly comparable with Reynolds' nearly 183,000 contracted outlets and should not be used to calculate Reynolds' national market share.

Together, however, the figures show that compliance efforts are increasingly moving into large-scale retail distribution.

Reynolds currently frames its nicotine-regulation strategy around three priorities: expanding regulated product options for adult smokers, strengthening enforcement against the illicit vapor market and preventing underage access.

Its nearly 183,000 contracted outlets, combined with enhanced Vuse Pro ID scanning, purchase limits and digital age-verification infrastructure, put that strategy into operation at the retail level.

Whether this model can materially shift a market where unauthorized products still account for most tracked vapor sales will depend on enforcement, future FDA marketing decisions and the extent to which regulated products gain distribution through mainstream retail.

For now, Reynolds' combination of scale, retailer contracts and age-verification technology makes the network an important test of whether controlled retail distribution can compete more effectively with the unauthorized U.S. vape market.
