MODEN FREE Goes on Sale in Three Flavors

The Sixhill Indonesia online store lists the product as “MODEN FREE Nicotine Pouch.” Each round can contains 18 pouches and is priced at IDR 30,000, equivalent to about $1.80. The listing includes both “Add to Cart” and “Buy Now” functions.

Same Can Price as ZYN, but 20% More Pouches

For comparison, an Indonesian e-commerce listing reviewed by 2Firsts shows one ZYN product from Philip Morris International (PMI) priced at the same IDR 30,000, or about $1.80.

The ZYN product contains 15 pouches per can and is available in strengths of 1.5 mg and 3 mg per pouch. It is listed under the name “ZYN by Sampoerna.” HM Sampoerna is PMI’s main operating company in Indonesia.

MODEN FREE and the ZYN product therefore have the same listed can price, but MODEN FREE contains 18 pouches, three more than ZYN.

MODEN FREE Is Manufactured Locally in Indonesia

Product information published on Sixhill’s website lists the product’s origin as “Made in Indonesia” and states that MODEN FREE is produced locally in the country. The identity of the manufacturer has not been publicly disclosed.

According to information obtained by 2Firsts, CT Zhejiang IC has contracted a third-party manufacturer in Indonesia to produce the product, rather than using a factory owned by China Tobacco. The website also states that key raw materials are sourced from China and Indonesia. MODEN FREE is manufactured in Indonesia before entering local retail channels.

CT Zhejiang IC launched the product under its international MODEN brand, with sales handled by Sixhill. Sixhill is a next-generation tobacco sales channel under CFU Group and also serves as the group’s heated tobacco device brand. CFU Group is a well-established Chinese e-cigarette contract manufacturer and has worked with China Tobacco companies on heated tobacco products in recent years.

China Tobacco Extends a Cigarette Brand Into Nicotine Pouches

MODEN is an international cigarette brand developed by CT Zhejiang IC. With the launch of FREE, the MODEN brand now extends beyond cigarettes into the nicotine pouch category.

FREE serves as the main product name on the packaging, while the MODEN branding remains visible on the can and promotional materials.

The product now has a full set of public retail information, including its name, packaging, flavors, nicotine strengths, price and sales channel.

China Tobacco Steps Up Nicotine Pouch Activity

A series of product and regulatory developments involving nicotine pouches and other oral nicotine products has emerged across China’s state tobacco system since late 2025.

In November 2025, 2Firsts observed oral nicotine products displayed by China Tobacco Yunnan Industrial Co., Ltd. at a tobacco trade exhibition in Dubai. The samples used ASHIMA, an established cigarette brand owned by the company.

On January 6, 2026, China’s State Tobacco Monopoly Administration (STMA) issued an announcement formally defining the scope and regulatory treatment of smokeless tobacco products. The announcement was published on January 9 and took immediate effect.

Under the announcement, nicotine pouches, oral strips, oral films, snuff and chewing tobacco were brought within the definition of smokeless tobacco products.

The products are to be regulated with reference to cigarettes or cut tobacco, rather than under China’s e-cigarette framework. Smokeless tobacco products were also placed in a restricted industry category, bringing production facilities, capacity expansion and related investment under tobacco monopoly oversight.

In February 2026, images of a product named “Nanjing Da Guan Yuan Oral Film” circulated on Chinese social media.

The packaging used the Nanjing brand and identified China Tobacco Jiangsu Industrial Co., Ltd. as the producer. It listed nicotine salt and food additives among the ingredients and carried warnings for minors, pregnant women and people with cardiovascular conditions.

At the time, 2Firsts was unable to independently verify the product’s authenticity and received no official confirmation from China Tobacco Jiangsu Industrial or Chinese regulators.

In April 2026, China began the process of developing a mandatorynational standard for nicotine pouches.

The National Public Service Platform for Standards published the proposed project for public comment from April 7 to May 7. The standard was proposed by the STMA and has a planned development period of 22 months.

Project documents state that the standard will apply to nicotine pouch products, but not to other tobacco products or medicines. It is expected to cover terminology and definitions, design and raw materials, technical requirements, testing methods, packaging and labeling, as well as nicotine content, contaminants, safety and hygiene requirements.

The launch of MODEN FREE in Indonesia is the latest publicly visible commercial development in this sequence. The product is now available through an open retail channel, with a published price, defined specifications, an online purchasing function and local production in Indonesia.
