Irish Vape Group Urges Full Scrutiny of Single-Use Vape Bill
Responsible Vaping Ireland (RVI) has urged TDs to fully scrutinise the Public Health (Single-Use Vapes) Bill 2025 as it comes before the Dáil for debate. Representing more than 3,300 independent vape retailers, RVI stressed that meaningful consultation with retailers and enforcement authorities is essential to ensure the ban meets its public health and environmental goals without unintended consequences.

2Firsts, December 17, 2025 – Responsible Vaping Ireland (RVI) has called on TDs to ensure the Public Health (Single-Use Vapes) Bill 2025 is fully scrutinised as it comes before the Dáil for debate.

 

RVI, which represents more than 3,300 independent vape retailers across Ireland, said meaningful consultation with retailers and enforcement authorities will be critical to ensuring the proposed ban achieves its public health and environmental objectives without unintended consequences.

 

An RVI spokesperson said the organisation supports the Government’s aim of reducing underage access to vaping products and addressing environmental harm, but stressed that the legislation must be clear, enforceable and free of loopholes.

 

The spokesperson cited the UK’s experience with a similar ban that came into force in June, noting that minor design changes allowed some disposable products to be reclassified as reusable, undermining the intent of the law and disadvantaging compliant retailers.

 

RVI said it is essential that Ireland addresses these issues at Committee Stage through clear definitions and robust enforcement. The organisation also reiterated that vaping remains an important harm-reduction tool for adult smokers seeking to quit, and that flavours play a key role in helping adults stay off cigarettes.

 

The group urged the Government to allocate sufficient time for debate at all stages of the legislative process, stating that careful scrutiny would help deliver an effective ban aligned with Northern Ireland and resilient against future attempts to circumvent the law.

Japan Survey Finds 49.5% Would Cut Tobacco Use if Prices Rise, 64.6% Show Interest in Nicotine-Free Alternatives
A September online survey commissioned by Japanese smoking-accessories company Lightec found that 49.5% of respondents would consider reducing tobacco use if prices rose further, while 25.1% would consider switching to cheaper brands and 14.5% would consider using or combining alternatives such as vapes and nicotine-free herbal sticks. Another 64.6% expressed some level of interest in such alternatives. The survey covered 1,088 respondents aged 20 to 70 and was conducted by a company that sells NICOLESS nicotine-free vaping and herbal-stick products, meaning its findings should not be treated as representative of Japan's smoking population.

At the same time, the Control of Smoking Products for Public Health Act 2024 continues to provide a regulatory framework for vaping products, creating uncertainty over retail sales, taxation and existing inventory. MPs are calling for nicotine vape sales and excise collection to stop, including refunds of more than RM354 million collected since 2023, while industry and consumer groups are asking the government to clarify the current legal position.

New York State will extend its tobacco products tax to “alternative nicotine products,” including tobacco-free nicotine pouches, from September 1, 2026, at a rate of 75% of the wholesale price. Distributors, wholesalers and retailers must also inventory products held as of 11:59 p.m. on August 31 and pay a floor tax. Vapor products are excluded from the new category and remain subject to New York's separate 20% supplemental sales tax on the retail price.

A commentary published in the international open-access, peer-reviewed Harm Reduction Journal argues that randomized controlled trials remain central to evaluating smoking cessation efficacy but cannot alone capture real-world uptake, complete switching, longer-term use and population impact of non-combustible nicotine products such as e-cigarettes, heated tobacco and nicotine pouches. The authors frame impact as “reach × efficacy” and call for real-world evidence to complement RCTs. Three days after publication, the FDA authorized three JUUL2 products and highlighted complete switching among adult smokers in explaining its decision, providing a timely regulatory backdrop to the debate.
