2Firsts, December 17, 2025 – Responsible Vaping Ireland (RVI) has called on TDs to ensure the Public Health (Single-Use Vapes) Bill 2025 is fully scrutinised as it comes before the Dáil for debate.
RVI, which represents more than 3,300 independent vape retailers across Ireland, said meaningful consultation with retailers and enforcement authorities will be critical to ensuring the proposed ban achieves its public health and environmental objectives without unintended consequences.
An RVI spokesperson said the organisation supports the Government’s aim of reducing underage access to vaping products and addressing environmental harm, but stressed that the legislation must be clear, enforceable and free of loopholes.
The spokesperson cited the UK’s experience with a similar ban that came into force in June, noting that minor design changes allowed some disposable products to be reclassified as reusable, undermining the intent of the law and disadvantaging compliant retailers.
RVI said it is essential that Ireland addresses these issues at Committee Stage through clear definitions and robust enforcement. The organisation also reiterated that vaping remains an important harm-reduction tool for adult smokers seeking to quit, and that flavours play a key role in helping adults stay off cigarettes.
The group urged the Government to allocate sufficient time for debate at all stages of the legislative process, stating that careful scrutiny would help deliver an effective ban aligned with Northern Ireland and resilient against future attempts to circumvent the law.
