The Philippine Bureau of Internal Revenue (BIR) issued guidelines for the implementation of the e-cigarette law, which sets the floor prices for heated, atomized and other e-cigarette products. The bureau on Thursday issued Revenue Regulation No. 14-2022 as the implementing rules and regulations (IRR) for Republic Act No. 1190 or the Atomized Nicotine and Non-Nicotine Products Regulatory Act.

Under the BIR, Php 131.04 is the floor price for 0.7 milliliter (ml) cartridges. The minimum price for 1.8 ml and 1.9 ml nicotine salts is Php 306.88 ($5.35) and Php 318.08 ($5.55), respectively. Meanwhile, a 15 ml bottle of traditional free base nicotine has a floor price of Php207.2 ($3.49). The minimum price for a large bottle containing 30 ml of classic nicotine is Php 352.80 ($6.15).
