The State Tobacco Monopoly Bureau published "Measures for the Administration of Electronic Cigarettes and Answers to Relevant Questions about National Standards of Electronic Cigarettes," which stated unequivocally that "electronic cigarettes without nicotine should be included in the definition of electronic cigarettes" and that "electronic cigarettes without nicotine should not be sold in the market." As a result, zero nicotine products on the market will not be sold in China.

To begin, e-cigarettes are defined as "electronic transmission systems used to generate aerosols for people to smoke," and e-cigarettes without nicotine are included in the definition. 


Second, due to the strong appeal of flavored electronic cigarettes, such as fruits, food, and beverages, and nicotine-free electronic cigarettes to minors, which are easy to induce minors to smoke, the standard clearly stipulates that the characteristic flavor of products should not present other flavors except tobacco, and explicitly requires that "aerosol should contain nicotine," that is, nicotine-free electronic cigarette products should not enter the market.


Third, according to the additive usage concept, the standard clearly defines 101 types of additives that are allowed to be used and is included in the "white list" of additives after complete safety risk assessment and demonstration, experimental verification, and extensive opinion solicitation.
