
According to recent reports from the Russian tax website, the import taxes received on vape e-cigarettes are three times higher than those on heated tobacco products in 2022.
- The total import tax for e-cigarette devices amounted to 2.83 billion rubles (31.3 million USD), e-liquid import tax was 3.507 billion rubles (34 million USD)
- while heated tobacco devices were 357 million rubles (3.9 million USD) and heated tobacco pods were 923 million rubles (13.8 million USD).
Russian President Vladimir Putin signed a law in January 2023 to increase the tax rates on cigarettes, cigars, heated tobacco products, and e-cigarette liquid from March 1st. The law also eliminated the extra taxes on e-cigarettes that was once there.
According to the newly established law,
- From March 1, 2023, to December 31, 2023, the tax rate on e-cigarette liquid will increase to 20 Russian rubles per milliliter. In 2024, it will rise to 21 Russian rubles per milliliter, and in 2025, it will further increase to 22 Russian rubles per milliliter.
- As for heated tobacco pods, in 2023, the tax rate will be 8669 Russian rubles per kilogram. In 2024, it will be raised to 9016 Russian rubles, and in 2025, it will reach 9377 Russian rubles.
According to the law, e-cigarette liquid is defined as any liquid that contains 0.1 milligrams per milliliter or more of nicotine.
