Luxembourg Implements Stricter Regulations on Nicotine Pouch Sales
Luxembourg tightens regulations on nicotine pouch sales to curb youth access, aligning with tobacco products framework, announced RTL TODAY.

According to the Luxembourg media outlet RTL TODAY, on May 8th, Luxembourg has decided to strictly regulate the sale of nicotine pouches, including them in the same regulatory framework as tobacco products. The government council announced this measure on Wednesday, aiming to curb young people's exposure to products containing nicotine.

Under the new regulations, advertising of nicotine pouches will be prohibited, and distribution of free nicotine pouches will also be banned. In addition, remote sales of these products will be prohibited, with sales restricted to adults aged 18 and over.

In the past, nicotine pouches were a popular choice among young people, as they were not regulated under anti-smoking laws due to not containing tobacco. However, nicotine pouches contain high levels of nicotine, posing a risk of addiction for young people.

Previously, Luxembourg's Finance Minister Gilles Roth announced in March of this year that as of October 2024, nicotine pouches will also be included in the tax category.
