According to Vaping360, the Oklahoma Department of Corrections (DOC) is launching a program that will allow inmates to purchase nicotine vapes and nicotine pouches through prison commissaries. Tobacco has been banned in Oklahoma prisons for 10 years, and cigarettes and cigars will remain prohibited, the report said.

 

The report said inmates will be able to buy sealed disposable vapes or packs of nicotine pouches from the DOC via commissaries. It also said the DOC has changed policy to allow corrections officers to use non-combustible nicotine while at work, citing KWTV News.

 

Officials said the goal is to reduce the problem of contraband in prisons, which leads to debts between inmates. DOC director Justin Farris (Justin Farris) was quoted as saying, “Debt is equal to violence in prison,” and said the program is intended to reduce contraband entering prisons and reduce violence while keeping inmates out of debt.

 

The report added that DOC officials believe allowing nicotine use will also calm inmates, reducing the number of violent incidents.

 

It said officials seized over 1,600 pounds of tobacco in Oklahoma prisons last year and arrested 83 people—including 42 visitors and 14 staff—for smuggling or selling contraband, including tobacco, drugs and weapons.
