Philip Morris International has expanded its global business services operation in Makati, Philippines, with PMI Business Solutions Philippines, or PMIBS, planning to add more than 80 positions as the center moves toward more technology-driven and higher-value work.

PMIBS opened a new expansion site at 8 Rockwell on September 14 as it marked its fifth anniversary. The company did not disclose the size of the expansion or the investment involved.

When the center began operations in 2021, it was focused mainly on finance and information technology services for about 20 markets. PMIBS now says 519 Manila-based professionals deliver roughly 600 specialized services supporting PMI operations across 160 markets worldwide.

Services Expand Beyond Finance and IT

The hub's functions have expanded beyond its original finance and IT remit to include human resources, commercial operations, data analytics, supply chain, project management and fleet services.

PMIBS President Harry Tan Jr. said the center's first five years focused on building capabilities, while the next stage will involve greater use of artificial intelligence to enable employees to perform more complex and higher-value work.

PMI Vice President of Global Business Services Edvinas Katilius said PMI markets around the world now receive expertise, solutions and insights from Manila, describing the capability center as a strategic investment in building expertise.

The expansion event also included an AI hackathon in which local technology teams worked on operational challenges using generative and analytical tools.

More Than 80 New Positions Planned

The expansion will create more than 80 new positions, according to Daily Tribune and The Philippine Star.

PMIBS said its future hiring will increasingly focus on technology and higher-value services as it expands the role of Philippine-based professionals within PMI's global operations.

The company has not disclosed a timetable or detailed breakdown for the new positions, nor has it released the capital expenditure associated with the expanded facility.

The Makati operation is PMI's second global business services center worldwide and its first in Asia.

Market Coverage Grows From About 20 to 160

PMIBS has significantly expanded its geographic reach since its establishment.

The operation supported about 20 markets in 2021. By 2026, PMI says the Manila hub was providing around 600 services to operations across 160 markets.

Its role has consequently expanded from standardized back-office functions into areas including data analytics, supply-chain support, commercial services and project management.

PMIBS says its next phase will focus on developing future-ready talent, scaling its capabilities and using AI across global business services.

PMIBS and PMFTC Operate Under PMI's Philippines Business

PMIBS operates alongside Philip Morris Fortune Tobacco Corp., or PMFTC, within PMI's Philippine business structure.

PMFTC President Zhenya Ivanov said the services center would continue to support PMI's broader transformation and growth.

Unlike PMI's tobacco product manufacturing and commercial operations in the Philippines, PMIBS primarily performs internal global business-services functions. Its remit has expanded from conventional finance and IT support into technology, data, supply-chain and other corporate functions.

The latest expansion increases the scale of PMI's Philippine-based global services operation, although the company has not disclosed the financial investment in the new facility.

Cochrane 2026 Update Adds Nine Trials, Keeps High-Certainty Finding That Nicotine E-Cigarettes Improve Quit Rates Over NRT
Cochrane’s 2026 update of its living review on electronic cigarettes for smoking cessation included 80 randomized controlled trials involving 29,861 adult smokers, with nine trials added in this update. The review retained its high-certainty conclusion that nicotine e-cigarettes increase smoking cessation rates compared with nicotine replacement therapy. In absolute terms, about 10 in 100 people using nicotine e-cigarettes may quit smoking for at least six months, compared with about 6 in 100 using NRT. The review found no clear difference in serious adverse event rates between the two groups, while longer-term safety and the relative effectiveness of newer device types remain less certain.

Australia Tobacco Tax Debate Spreads Within Labor as NSW Premier Minns Reaffirms Support for a Cut
Australia’s tobacco excise debate is increasingly exposing differences within the governing Labor Party. New South Wales Labor Premier Chris Minns reaffirmed on September 8 that he supports reducing tobacco excise, arguing that current tax settings are pushing consumers toward cheaper black-market cigarettes. Federal Health Minister Mark Butler continues to oppose an excise cut, while Treasurer Jim Chalmers and Assistant Treasurer Daniel Mulino have recently stopped short of ruling out future changes. The divergence follows the opposition Coalition’s proposal to cut tobacco excise by 80%.
