According to an official announcement from China Customs on October 14, 2025, customs officers at Qingdao Jiaodong Airport discovered an unusual image in the luggage of a passenger who had chosen the "nothing to declare" channel for clearance. Upon inspection, a total of 430 disposable e-cigarettes and 8600 milliliters of e-liquid were found.
Video evidence shows that among the seized products were outer packaging with the branding of the e-cigarette brand ELFBAR.
According to relevant regulations of the General Administration of Customs, passengers can bring 2 e-cigarette devices within the duty-free quota, as well as 6 e-cigarette pods (liquid atomized materials) or a combination of pods and devices, with a total e-liquid capacity not exceeding 12 milliliters. Passengers entering from Hong Kong and Macau Special Administrative Regions can bring 1 e-cigarette device and 3 e-cigarette pods, with a total e-liquid capacity not exceeding 6 milliliters.
The quantity of items seized this time far exceeds the personal carry-on limit. Customs has temporarily detained the aforementioned items.
