
Recently, the Russian government approved a list of indicators to evaluate the effectiveness of the National Commodity Circulation Monitoring Information System (GIS MT) data and tools for use by federal administrative agencies. This order was signed by Russian Prime Minister Mikhail Mishustin. The system is designed to track the movement of goods throughout the country.
During the initial phase of implementing the checklist, two categories of products will be monitored: beer (including beverages made from beer and certain types of low-alcohol drinks) and tobacco products.
For beer, two effectiveness evaluation indicators have been established, namely market purification (reducing the share of counterfeit products) and legitimate supply growth (narrowing the gap between production, import and retail), because currently there is a situation in the beer and low-alcohol beverage market where retail sales far exceed production and import levels.
For tobacco products, only one market purification assessment metric has been established.
In addition, the regulation requires relevant government agencies to calculate indicators based on quarterly averages. To calculate these parameters, the Russian Ministry of Industry and Trade will collaborate with the Russian Federal State Statistics Service to develop calculation methods.
At the same time, the decree will authorize Russia's Ministry of Industry and Trade, Ministry of Finance, and alcohol regulatory agency to evaluate the implementation of mandatory requirements, including beer labeling rules and the characteristics of the commodity circulation monitoring information system, in 2025 and 2026. In consideration of the reasonability of evaluating the mandatory requirements, the evaluation will take place one year after the last mandatory requirement takes effect, no earlier than 2026.
Currently, the Russian Ministry of Industry and Trade has developed a list of standards for bottled water, and the recommendations have been submitted to the relevant departments for implementation. In the future, monitoring will cover all product categories that require mandatory labeling.
