According to a study conducted by ANO (Russian National Research Center for Combating Illicit Trafficking of Industrial Products), St. Petersburg lost about 2 billion rubles (183 million yuan) in 2022 due to the sale of illegal tobacco. Currently, the average level of illicit tobacco sales in Russia is around 12%. Smuggled cigarettes imported into Russia from the Eurasian Economic Union, especially from Belarus, accounted for the highest illegal sales at 88.4%.
