2Firsts, December 18, 2025 – According to TASS, Russia’s Ministry of Industry and Trade has proposed introducing mandatory labelling for electronic cigarettes and other similar electronic devices used for the consumption of nicotine-containing products starting April 1, 2026.
The draft government resolution has been published on the portal of draft regulatory legal acts.
According to the explanatory note, the proposal предусматривает the mandatory marking of electronic cigarettes and other reusable individual electronic vaporising devices intended for nicotine consumption.
From April 1, 2026, participants involved in the circulation of certain nicotine consumption devices will be required to submit applications for registration in the state information monitoring system. From that date, they may begin labelling their products.
The circulation of devices without labelling and without submission of marking information to the monitoring system will be permitted until June 1, 2026.
Currently, nicotine consumption devices are included in the fourth stage of a labelling pilot experiment, which runs from July 14, 2025, to February 28, 2026.
The explanatory note states that introducing labelling for this product category aligns with efforts to legalise the tobacco market and ensure a comprehensive approach to strengthening state control over the production and circulation of these goods.
