Seoul Metropolitan Council Addresses Regulatory Gaps in Vape Industry as Youth Usage Surges
Kim Kyung-hoon, a member of the Seoul Metropolitan Council's Education Committee, raised the issue of vape regulation at an administrative audit meeting, pointing out that the product contains nicotine and is popular among teenagers, calling for stricter measures.

Kim Kyung-hoon, a member of the Seoul Metropolitan Council's Education Committee, raised the issue of vape regulation at an administrative audit meeting, according to a report by n.news on November 13. 

 

Kim pointed out that the product, unlike regular cigarettes, has a fruit flavor and is difficult to distinguish from regular smoking, but it contains nicotine. A survey by the Korea Disease Control and Prevention Agency shows that about 70% of teenage smokers start using vapes, highlighting the severity of the problem.

 

Kim emphasized that vapes are likely to be used as drugs and there are distribution channels among teenagers. He called on the Education Office to strengthen enforcement, investigate the situation, and take appropriate measures. The Seoul Metropolitan Office of Education responded that there is no separate data on the current situation, and vapes are not included under the current tobacco laws, which would require legal amendments.

Charlie’s Holdings said the U.S. Food and Drug Administration notified the company on June 23, 2026, that 30 PACHA vape SKUs with submitted PMTAs had been tentatively identified for inclusion on a planned public-facing FDA webpage. Under enforcement guidance issued by FDA in May, the webpage is intended to identify certain unauthorized products for which the agency generally does not intend to prioritize enforcement of premarket authorization requirements. According to The Maritime Executive on August 19, 2026, the Australian Border Force (ABF) and China’s Anti-Smuggling Bureau of General Administration of China Customs worked together to dismantle an international illicit tobacco smuggling network targeting Australia. According to information released by ABF on August 20, sustained information sharing and cooperation led to investigations into 112 shipping containers, with 91 found to contain illicit tobacco. Authorities seized more than 60 million cigarettes and 60 kilograms of loose-leaf tobacco, representing more than A$92 million in unpaid duties. More than 60 people suspected of involvement in the network were arrested in China.

U.S. technology and investigative publication WIRED has examined how nicotine analogs are emerging as a new challenge for the country’s vape regulatory framework. The article argues that after the U.S. expanded federal oversight of nicotine products in 2022, some manufacturers began using nicotine-like compounds such as 6-methyl-nicotine that may fall outside existing definitions. Researchers cited by WIRED said some nicotine analogs could be more potent than traditional nicotine, although human health impacts remain unclear. U.S. policymakers are considering broader definitions of nicotine to bring these compounds under federal oversight.
