Seoul Metropolitan Council Addresses Regulatory Gaps in Vape Industry as Youth Usage Surges
Kim Kyung-hoon, a member of the Seoul Metropolitan Council's Education Committee, raised the issue of vape regulation at an administrative audit meeting, pointing out that the product contains nicotine and is popular among teenagers, calling for stricter measures.

Kim pointed out that the product, unlike regular cigarettes, has a fruit flavor and is difficult to distinguish from regular smoking, but it contains nicotine. A survey by the Korea Disease Control and Prevention Agency shows that about 70% of teenage smokers start using vapes, highlighting the severity of the problem.

 

Kim emphasized that vapes are likely to be used as drugs and there are distribution channels among teenagers. He called on the Education Office to strengthen enforcement, investigate the situation, and take appropriate measures. The Seoul Metropolitan Office of Education responded that there is no separate data on the current situation, and vapes are not included under the current tobacco laws, which would require legal amendments.

The UK Reform Party has proposed limiting the number of dedicated vape shops in the country to around 1,000 as part of a plan to tighten oversight of vape retail channels. DOJO officially launched the BLAST7K Fresh on September 17, 2026, introducing a UK-market prefilled pod product with 6ml of e-liquid and a manufacturer-rated capacity of up to 7,000 puffs. The device features a 1000mAh rechargeable battery, the INSTA-JUICED structure and COREX BLAST dual-mesh technology, while retaining compatibility with existing BLAST pods. China’s vape-related exports reached $1.047 billion in July 2026, up 16.5% year on year and the highest monthly total of the year. Growth was heavily concentrated in the U.S., where exports jumped 53.5% to $404 million and accounted for 94.9% of the overall increase. Exports to all other markets rose just 1.2%. By category, nicotine-containing non-combustible products—primarily vapes—under HS24041200 rose 24.7% and generated 95.5% of the total increase. Vape-device exports under HS85434000 fell 0.4%, while other nicotine-substitute products under HS24041990 grew 88.9% but remained comparatively small.
