It has been 60 years since the groundbreaking report “Smoking and Health” was published by the Royal College of Physicians (RCP), at a time when smoking prevalence was close to 70% for men and 40% for women.

That report laid the foundations for tobacco control and great progress has been made in reducing smoking prevalence, which in turn gave rise to the thriving of the market of tobacco alternatives, such as e-cigarettes. According to the UK Parliament, different approaches to regulating e-cigarettes have been adopted internationally. Prior to the introduction of the Tobacco Products Directive (TPD), the UK initially regulated e-cigarettes as consumer products that were subject to existing product safety regulations. Some countries went further and banned the sale, distribution and importation of e-cigarettes, while others have no regulations in place. An alternative approach, considered by the UK Government, was to regulate all nicotine-containing e-cigarettes as medicines.

At 9 am London time, the event officially opens with the opening remark given by Prof. Ann McNeill, Professor of Tobacco Addiction & Vice Dean, Kings College London, chair of the 10th e-cigarette summit. According to Prof. Ann McNeill, tobacco control has come a long way in the UK as the smoking rate has fallen from 20% in 2013, the year when the inaugural e-cigarette summit was held, to 15% today and the vaping rate has risen in turn from 3% in 2013 and 8-9% today.
