2Firsts, October 31, 2025 — The State Tobacco Monopoly Administration (STMA) has issued a public notice (Document No. 2 [2025]) announcing that a public hearing will be held at 9 a.m. on November 11 at the Bao’an District Tobacco Monopoly Bureau in Shenzhen.
The hearing concerns Shenzhen Biaogan Zhizao Technology Co., Ltd., which faces revocation of its business qualification for allegedly leasing its tobacco retail license.
According to the notice, no more than five observers will be permitted to attend the session due to venue limitations. Those wishing to participate must submit an application by November 3, with acceptance based on the order received. Late submissions or applications beyond the quota will not be accepted.
