Armenian Government Increases Fines for Tobacco Products Violating Standards
Armenian government to raise fines for tobacco products not meeting Eurasian Economic Union standards. Deadline set for 2024.

Key points:

  • The Armenian government has decided to increase fines for tobacco products that do not meet the standards of the Eurasian Economic Union.
  • This policy adjustment involves the technical standard compliance of tobacco products and alternatives.
  • The government is requiring all tobacco products to comply with Union technical standards by January 1, 2024, or face severe penalties.

According to a report from Panarmenian on March 27th, the Armenian government has recently decided to increase fines for tobacco products that do not meet the standards of the Eurasian Economic Union (EAEU). This decision was approved during a government meeting and aims to strengthen market oversight.

Since 2016, Armenia has been implementing the technical standards of the Eurasian Economic Union, but has extended the transition period several times. The final deadline has been set for January 1, 2024. By that date, all tobacco products sold in the Armenian market must fully comply with the technical regulations of the Eurasian Economic Union. Additionally, the government has also stipulated that tobacco substitutes must adhere to additional standards set by Armenia.

Currently, there are still some outdated packaging on the market that only meet national standards but do not meet the requirements of the Eurasian Economic Union. The market supervision agency in Armenia has conducted inspections and issued fines to some manufacturers and importers.

Two to three years ago, the Armenian National Assembly passed a law requiring all cigarette packs to be white, without any marketing logos. The technical regulations of the Eurasian Economic Union, on the other hand, require packaging to display images of diseases and warnings about the dangers of smoking.

Currently, in the Armenian market, there is a situation where white packaging and packaging with warning images coexist.
