Lawmakers in the Philippines are pushing House Bill 5207 (HB 5207), which seeks to harmonize excise tax rates on vapor products and address disparities between nicotine salt and freebase nicotine taxation. The bill, supported by more than 40 lawmakers including Deputy Speaker Kristine Singson-Meehan, would raise taxes on freebase nicotine products to align them with nicotine salt rates.

Experts discussed cigarette and e-cigarette addiction, risks for young people, harms of secondhand smoke for children, and health outcomes linked to tobacco use.

According to UNN, law enforcement in Ukraine’s Khmelnytskyi region disrupted a group accused of selling illegally produced nicotine-containing mixtures and e-cigarette e-liquids without licenses or permits. The Prosecutor General’s Office said the overall value of the seized items exceeds UAH 12 million (about US$276,000). Russian authorities say they have dismantled an illegal vape-liquid production site in the Moscow region, seizing four production lines, large quantities of components and finished goods, and substantial cash. The Interior Ministry estimated the seized products’ value at about 1 billion rubles (≈$13 million) and said the operation ran around the clock, producing up to 75,000 units per shift.
