Customs and Tax Directorate Combats Illegal Tobacco Distribution Efforts
Customs and Excise Bolgo helps educate public on identifying illegal tobacco to combat its circulation, funded by tobacco tax revenue.

DDTC News reported on August 5th that the Directorate General of Customs and Excise (DJBC) is working to crackdown on the circulation of illegal tobacco through its vertical unit. The latest development is that Bogor Customs has provided education to the public and community security support group (Satpol PP) on how to identify tax stamps and characteristics of illegal tobacco.

The head of the Bogor Customs public education department, Erli Haryanto, stated that they are collaborating with the community security support team in Sukabumi County to provide guidance to vendors on how to identify illegal tobacco and to the community security support team on how to determine which tobacco products are legal.

During the campaign, five characteristics of illegal tobacco were explained, namely untaxed tobacco (naked cigarettes), tobacco with fake tax bands, tobacco with used tax bands, tobacco with incorrectly used tax bands, and tobacco with incorrectly personalized tax bands, said Elri on Monday (August 5, 2024) on beacukai.go.id.

In addition, there are two additional features of illicit tobacco - the brands are typically not well-known or specific major brands, and the prices are very cheap.

Furthermore, characteristics of legitimate tobacco include tax stamps on tobacco packaging, genuine tax stamps with specific features, tax stamps in good condition, and tax stamps used appropriately.

Bogo Customs also conducted practical exercises on illegal tobacco identification methods to test participants' understanding of the discussion materials.

Interestingly, all the promotional activities organized by Bogo Customs are funded by the Tobacco Tax Revenue Sharing Fund (DBHCHT), as part of efforts to provide participants with an understanding of the characteristics of illegal tobacco.

Through this initiative, customs officials hope that more and more members of the public will assist in cracking down on the illicit tobacco trade without consuming or selling the products themselves, and provide information when they become aware of any illegal tobacco distribution.

A new study by the Fraunhofer Institute says the rapidly expanding illicit market for disposable e-cigarettes is undermining European regulation, fuelling youth vaping and causing significant tax losses. The study says the illicit market is worth EUR 6.6 billion in 2026 and is projected to rise to EUR 10.8 billion by 2030. It adds that a significant share of the disposable vape market now operates outside the regulatory framework established by the EU Tobacco Products Directive.
