Dutch Flavor Ban to Go With 10 Months of Transition Period

The Dutch government's November 28, 2022 gazette, "Regulation of the Secretary of State for Health, Welfare and Sport," provides a detailed explanation of the implementation of the Dutch e-cigarette flavor ban.
The gazette states that the Netherlands will officially implement a flavor ban on January 1, 2023, whereby all e-liquids (whether or not they contain nicotine) will be limited to the following ingredients.

After the ban is implemented, the government gives businesses a nine-month transition period to de-stocking, and on October 1, 2023, the sale of flavored e-cigarettes will be completely banned in all retail and distribution channels.
