EU Plans to Revise Technical Standards for Tobacco Traceability System

The Directorate-General for Health and Food Safety of the European Commission (DG SANTE, hereinafter referred to as SANTE) recently updated a meeting summary on its official website, introducing the key content of its Expert Group on Tobacco Control meeting held on June 19, 2022. The meeting mainly discussed the EU tobacco traceability system, which would revise the Commission's Implementing Regulation (EU) 2018/574. The regulation refers to the technical standards for the establishment and operation of a traceability system for tobacco products published by SANTE on December 15, 2017.

The meeting was mainly to be informed on the progress of a project under preparation on the development and configuration of automated alerts generated by the EU Tobacco Traceability System's Repository System.

SANTE explained the reasons for the proposed amendments to the Commission's Implementing Regulation (EU) 2018/574, the general process for reviewing the implementation act and the general timeline for amendments to the Regulation.

SANTE presents all proposed amendments to the Commission Implementing Regulation (EU) 2018/574, together with the associated rationale. The group discussed the proposed amendments with SANTE and was invited to submit its written comments on the draft implementing regulations after the meeting. At the same time, SANTE emphasized that before the group meeting, the implementation draft version still needs to be formally verified by other departments of the committee, so some provisions may change.

Lastly, SANTE concluded the discussion on the proposed revision of the Commission's Implementing Regulation (EU) 2018/574, thanked the participants for their active contributions to the meeting, and looked forward to the next meeting in October 2022.
