
According to Vietnamese media outlet thuonghieucongluan, on October 10th, the police in Hanoi's Xingping district launched an investigation into the general manager of HAPIAN company, Nguyễn Minh Khanh, for his alleged involvement in the production and sale of counterfeit goods. As a result, he has been placed in detention.

Early this month, the police in Ho Chi Minh City dismantled a smuggling network operated by HAPIAN Limited Liability Company. Following searches of three locations connected to the company, including warehouses and offices, the authorities seized a significant amount of evidence, including over 5,600 cases of e-cigarette liquid (30ml bottles in 100-bottle cases or 100ml bottles in 50-bottle cases), more than 200 cases of various finished and semi-finished health products, over 2,600 e-cigarette devices, as well as a substantial quantity of machinery, documents, and other related items. The estimated total value of these goods exceeds 70 billion Vietnamese dong (approximately 20.9 million Chinese yuan).
Preliminary investigation has revealed that Ruan Mingjian has been appointed as the general manager of HAPIAN Company and Đạt Thông Company, representing Nguyễn Thị Kim Hà. He is responsible for the production and sales of e-cigarette e-liquids. The specific details include the importation of unlicensed e-liquids by these two companies, followed by the bulk purchase of genuine labels indicating "Made in USA" origin, which were then affixed and stamped with expiration dates by employees. Ruan Mingjian is also responsible for selling these batches of e-liquids and distributing them in the market.
According to initial investigation findings, the local police in Xinpian District have urgently detained Ruan Mingjian and have called in and questioned multiple individuals related to the case. Currently, the investigation is being expanded.
