
On December 2, 2022, the Macau Health Bureau issued a press release reminding the public that in August of this year, the Legislative Council amended Law No. 5/2011 "Regulating Smoking Prevention and Control Systems", which bans the manufacture, distribution, sale, import, and export of electronic cigarettes and tobacco products that can be ingested through the mouth or nose. This includes a ban on bringing these products in and out of the Macau Special Administrative Region. The regulatory measures further strengthen the control of electronic cigarettes (including traditional e-cigarettes and heated tobacco) by restricting their availability throughout the market, with the goal of reducing underage exposure to electronic cigarettes.
The Health Bureau reiterated that the new regulations will come into effect on December 5th. Offenders will be fined MOP 4,000 (approximately RMB 3,550). Private entities or tobacco industries found violating the law will face fines ranging from MOP 20,000 to MOP 200,000 (approximately RMB 18,000 - 180,000). In addition to strengthening legislative and law enforcement work, the Bureau will continue to enhance smoking control publicity and education, especially targeting the harmful effects of smoking and e-cigarettes on young people. This is to increase their ability to reject the use of tobacco and other emerging products, and to reduce the number of smoking individuals through various methods. The Bureau once again calls on all members of society to refuse and stay away from tobacco for their own and others' health.
