Malawi Parliament Passes Tobacco Industry Act, Repealing the 2019 Law

Malawi's Parliament passed the Tobacco Industry Bill to repeal the Tobacco Industry Act No. 10 of 2019, providing a new legal framework.

According to a report by Nyasatimes, the Parliament of Malawi has passed the Tobacco Industry Bill, which aims to repeal the Tobacco Industry Act No. 10 of 2019.

The new bill has provided a fresh and comprehensive legal framework for Malawi's tobacco industry.

Minister of Agriculture Sam Kawale asserted in parliament that the new legislation has met the standards of the global tobacco industry.

Russian Police Seize Over 150,000 Counterfeit E-Cigarettes Worth More Than USD 1.65 Million

Russian police in Tambov have detained a man for storing and selling unmarked e-cigarettes. Over 150,000 counterfeit e-cigarettes, cartridges, and e-liquids were seized, valued at more than 126.5 million rubles (approximately USD 1.65 million). Tests revealed that the nicotine content of the seized products exceeded the levels stated on their packaging. A criminal case has been opened under Article 171.1, Part 6 of the Russian Criminal Code.

Russia's Perm Legislators Approve Full Ban on Vape Products in Regional Retail Market

2Firsts, November 28, 2025 — The Legislative Assembly of Perm Krai has passed a law banning the retail sale of vape products and other nicotine-aerosol devices, effective March 1, 2026. Individuals found selling such items will face fines between ₽15,000–₽20,000 (about US $180–240), while companies face ₽50,000–₽100,000 (about US $600–1,200). The ban covers all electronic nicotine delivery systems (ENDS), heated-tobacco devices, and their components, regardless of nicotine content.

Kazakhstan’s Astana Baikonur District Fines Illegal Smokeless Tobacco Sales Over USD 5,800

Authorities in Astana’s Baikonur District have intensified enforcement against illegal smokeless tobacco and related products in 2025.
