National authorities join forces for safe delivery action
China launches a nationwide postal safety campaign, cracking down on illegal tobacco shipments and improving delivery channel security.

On May 11th, a joint television and telephone conference was held by 17 departments including the State Post Bureau, the Central Political and Legal Affairs Commission, the Ministry of Public Security, and the State Tobacco Monopoly Administration. The purpose of the conference was to analyze the security situation of postal channels and to mobilize and deploy a special operation for safe delivery.


The meeting pointed out that launching a special action to ensure safe delivery is an important measure to maintain national security and serve the construction of a safer China at a higher level. It is a necessary requirement to adhere to the people-centered approach and safeguard the immediate interests of the public. It is also a powerful support for coordinated development and security, providing high-level security to ensure high-quality development. Additionally, it is a specific action to optimize collaborative regulation and improve comprehensive regulatory efficiency.


The meeting emphasized that in order to carry out this special operation successfully, four key areas of work must be focused on. The first priority is to strengthen risk prevention and control, and improve the implementation of the "three-system" for postal security. The second is to strictly investigate and crack down on illegal activities, and effectively create a high-pressure deterrent. The third is to hold companies accountable for safety, and strengthen self-inspection, self-correction, and self-reform of potential risks and hazards. The fourth is to increase efforts in joint management and control, and strengthen safety management across the entire chain.


During the meeting, the head of the National Administration for Tobacco Monopoly gave a speech regarding the deployment of relevant work. He emphasized the need for all levels of tobacco monopoly regulatory departments to implement the arrangements of special actions seriously, strengthen cooperation and actively combat illegal tobacco mailing behavior to ensure effective results of the special operation. They also need to strengthen the research and judgment of information related to tobacco mailing and follow up on data. They plan to fully utilize the existing intelligence analysis center for tobacco logistics and mailing, expand multiple channels for obtaining clues, strengthen the analysis and judgment of tobacco information in the mailing field, and timely and efficiently transfer clues for sharing and sharing information. Additionally, they will promote the use of the tobacco hotline and reward policy for reporting illegal tobacco mailing behavior. They will encourage the use of mailing channels to report such behavior to provide information support and material guarantees for the successful advancement of the special operation. The meeting also emphasized the importance of effectively implementing the tobacco mailing regulations. They will strictly enforce the tobacco monopoly product transport permit system and cooperate with relevant departments to supervise and strictly enforce the management of the limited quantity of mailing cigarettes, cigars, tobacco leaves, tobacco shreds, and electronic cigarettes. They will investigate and punish mailings of all types of tobacco monopoly products and electronic cigarettes exceeding the limit according to law. They will also urge mailing companies to clean up sites infringing regulations on their own initiative and effectively purify the safe environment of the mailing channel. The meeting also highlighted the need to resolutely investigate and deal with tobacco-related illegal mailing cases. They will conduct in-depth investigations of key clues, strengthen the crackdown on the origin, transit, transportation, and distribution of tobacco products, increase the accuracy of the crackdown throughout the entire process, and strive to handle a few typical cases to achieve the governance effect of "handling one case and deterring a large area".


The "Ping An" (Safe) Postal Delivery Special Action will run from May 10th to November 10th, 2023. The Post Office, Political and Legal Affairs Committee, Public Security Bureau, and Tobacco Bureau will jointly conduct special operations to strengthen safety supervision, focus on rectifying safety hazards in delivery channels, and strictly prevent illegal individuals from using postal delivery channels to send prohibited items. This will enhance the capacity for preventing and controlling postal delivery safety risks, investigate and prosecute the illegal postal delivery behavior of enterprises in accordance with the law, further purify the postal delivery safety environment, deepen the construction of safe postal delivery, ensure the safe and smooth operation of delivery channels, and provide solid security guarantees for the construction of a safer China and maintenance of social stability.
