Proposed Ban on Disposable E-Cigarettes and Flavors in Spain
Spain's Secretary of Public Health, Javier Padilla, announces upcoming revisions to regulations on disposable e-cigarettes and flavors.

According to a recent report by El Mundo, Spain's Public Health Secretary Javier Padilla announced that a draft revision of Royal Decree 579/2017 will be introduced in the coming weeks. The draft will include regulations banning disposable e-cigarettes and their flavors.


At an information meeting organized by the New Economy Forum in Madrid, Spanish Health Minister Mónica García introduced the remarks of Padilla. Padilla stated that the purpose of this modification is to address the health hazards and environmental impacts of disposable e-cigarettes. Additionally, the draft also considers restrictions on flavors and additives in e-cigarettes, and legislation on cigarette packaging, promoting standardized packaging.


In terms of public health, Padiella points out the need to strengthen reforms in three areas: first is the Public Health Strategy Law approved in June 2022; second is the establishment of a public health surveillance network recently approved by the Ministerial Conference; and finally, the establishment of the National Public Health Bureau, which is currently being pushed forward with broad consensus.


We will now be facing the next step, which is to amend Royal Decree 579/2017, concerning the production, display, and sale elements of tobacco and its derivatives.


In the first quarter of 2025, the reform of the Tobacco Law No. 28 of 2005 will be implemented, which stipulates smoke-free spaces. Once the text is published, we will be able to see the specific details of each space.
