Revision and Public Consultation of National Cigar Standards
State Tobacco Monopoly Administration seeks public opinion on draft of national standard for cigars, urging industry feedback.

Recently, the State Tobacco Monopoly Administration issued an announcement stating that, according to the National Standardization Management Committee's standard revision plan, the Administration has organized the completion of the national standard for "Cigars" (draft for solicitation of opinions), and is now seeking public opinions.


According to reports, this document will replace "Cigars Part 1: Product Classification and Sampling Technical Requirements," "Cigars Part 2: Packaging Labeling," "Cigars Part 3: Product Packaging, Rolling, and Storage Technical Requirements," and "Cigars Part 4: Sensory Technical Requirements.


Simultaneously, the announcement also released the "Cigar" national standard drafting instructions. The National Standard Revision Project Team drafted the content of eight chapters including the scope of the standard, normative references, terms and definitions, product classification, sensory technical requirements, labeling and packaging requirements, inspection methods, storage and transportation, and researched and formulated sensory inspection methods for cigars as a normative appendix to this standard, ultimately forming the draft of the "Cigar" standard.


This statement points out that the current standards for defining and categorizing cigars do not take into account different styles of cigars. This lack of alignment with international cigar standards hinders the ability to meet the changing demands of the Chinese cigar market. It is necessary to revise the standards in order to clearly define what constitutes a cigar and scientifically classify cigar products.

Nicotine Pouches Gain Ground in U.S. Convenience Stores as Vape Unit Sales Fall 14%
According to convenience retail publication CStore Decisions, U.S. convenience store tobacco categories are undergoing a structural shift. Based on Circana OmniMarket Total U.S. Convenience data for the 52 weeks ending June 14, 2026, cigarettes remained the largest category with $50.8 billion in sales, but unit sales declined 5.3%. Electronic smoking devices and vaping products also declined, while modern oral nicotine products continued to grow, with nicotine pouch sales rising 29% in dollars and 17% in units. Retailers said changing consumer preferences are reshaping tobacco product assortments at convenience stores.

Malaysia Police Seize RM12.7 Million in Illegal Vapes and Cigarettes as Probe Points to Sea Shipments From China
Police in Malaysia’s Selangor state seized illegal vape products and contraband cigarettes worth about RM12.7 million (approximately $3 million) in two enforcement operations. According to New Straits Times and The Star, the vape-related operation uncovered 131,036 boxes of vape products, 4,900 bottles of e-liquid and 25,510 vape devices, valued at about RM9.4 million. Police said preliminary investigations indicated that some illegal vape products entered Malaysia through sea shipments from China before moving through storage and distribution networks.
