
On April 26th, the Russian Federal Council approved amendments to "certain legislative acts of the Russian Federation," including an "e-cigarette additive ban," with an 88.8% favorable vote. The bill had already passed its third reading in the Russian State Duma on April 11th. The main provisions of the bill include:
- Prohibition of manufacturing and selling nicotine products containing flavorings and additives to "reduce appeal to minors";
- Ban on retail sales of "devices for consuming nicotine-containing products" and their components at markets, exhibitions, through remote sales, vending machines, and delivery services;
- Prohibition of openly displaying and showcasing these devices in stores;
- The government will set minimum prices for e-cigarette products.

Following Russian legislative procedures, the bill will be submitted to the president for signature. If the president deems the bill to be in accordance with national laws, it will be signed into law. Once signed, it will be published in the government gazette and become effective ten days after the announcement.
