Russian State Duma Rejects Smoking Ban in Public Areas

The Russian State Duma rejects a bill to ban smoking near public transport stations and residential entries, citing lack of data.

According to a report by AIF on February 13, the Russian State Duma decided to reject a bill that would ban smoking near public transportation stations and residential entrances during a plenary session.

The bill was proposed by members of the Liberal Democratic Party of Russia (LDPR), who are seeking to expand smoking bans to include public transportation stations and a 5-meter radius around them, as well as shops and other establishments near multi-unit residential buildings.

The National Duma Health Protection Committee pointed out in its review that the explanatory notes of the bill lack relevant data on the current lack of effectiveness of anti-smoking measures. In addition, local governments have the authority to impose additional smoking restrictions in specific public places, including the use of nicotine products and hookahs.

During the deliberation of the bill, the committee also indicated that it may be difficult to impose administrative penalties on violators according to the proposal, as it is challenging to clearly define the specific boundaries of the non-smoking areas.
