Fine for Smoking E-Cigarettes in Public Places in Russia

Bashkortostan Republic parliament passes fines for e-cigarette and hookah use in public places, equating them to traditional tobacco products.

According to a report from Lenta.Ru on September 18, a parliament member of the Republic of Bashkortostan, a federal subject of Russia, passed a measure imposing fines for smoking e-cigarettes and hookahs in public places.

The revision has been included in the Republic's "Administrative Violations Code." Residents who violate the rules for the first time will be fined 500 rubles (5.5 US dollars), while repeat offenders will be fined 1000 rubles (11 US dollars).

Local council chairman Konstantin Tolkachev emphasizes that this law will equate e-cigarettes, e-cigarette devices, and hookahs with traditional tobacco products, and existing penalty measures will be applied to these devices. Therefore, the use of devices containing nicotine e-liquid will be prohibited in schools, hospitals, trains, public transport stations, parks, aboveground and underground pedestrian walkways, and public event venues.

Previously, Alexey Kurinny, the Deputy Chairman of the State Duma Health Committee, stated in an interview with the media that the legality of e-cigarettes in Russia is still undecided.

The legislation in question was already drafted by legislators as early as January 2022.
