【2Firsts News Flash】According to Nation Cymru on July 18, 2024, trading standards officials in Newport, United Kingdom, seized contraband worth £6.5 million (approximately $8.13 million) in a targeted operation to combat illegal tobacco, e-cigarettes, and counterfeit goods. Between March 2024 and April 2025, enforcement officers conducted raids on 41 premises in the city.
According to the latest municipal report, this operation resulted in the seizure of over 300,000 cigarettes, 144 kilograms of tobacco, 12,400 "unsafe" e-cigarettes, and nearly 5,000 counterfeit goods.
Although the quantity of tobacco products seized in 2024 increased, the total value of seizures for the fiscal year 2024-2025 skyrocketed tenfold due to intercepting high-value counterfeit goods (estimated at genuine product prices), reaching ten times that of 2024.
This is thanks to two special operations, codenamed "Frost" and "Firecres," successfully cracking down on illegal traders. The "Firecres" operation, in particular, effectively addressed the illegal tobacco and e-cigarette supply chain in the Pillgwenlly area, earning the Newport City Council and Gwent Police a national trade standards award.
The City Council has approved the "No ifs no butts" campaign website to encourage residents to report illegal products. The campaign points out that illegal e-cigarettes are untested products that may not comply with relevant regulations, including counterfeit brands, excessive nicotine content, or suspected smuggling. Since June, the UK has completely banned disposable e-cigarettes, and Newport Trading Standards officials have visited over 80 retailers in the city to publicize this legal change.
According to the definition of the "No ifs no butts" campaign, illegal tobacco includes smuggled tobacco, privately manufactured tobacco, loose sales, and tax evasion products. The 2024-2025 municipal report also includes data on underage purchases of tobacco and e-cigarette products. It is encouraging to see that there has been some improvement in compliance compared to 2024: out of 60 stores inspected in 2024, 17 failed the "test purchase," while in 2025 only 11 out of 63 inspected stores were non-compliant. All violators have received guidance and education on relevant regulations.
