On September 3, Telegraf reported that Ukrainian President Vladimir Zelensky signed a law banning homemade e-cigarette liquid mixtures. This measure aims to regulate the growing e-cigarette market. The law is part of the "Comprehensive Prevention and Control of Industrial Pollution Act." It will prohibit the production, import, and sale of flavored e-cigarettes in Ukraine starting in July 2024.
Despite the new law, the e-cigarette market remains active. Stores selling e-cigarettes are visible in Kyiv. Illegal transactions are worth billions of hryvnias. The Growford Institute estimates that Ukraine loses 5 billion hryvnias (about 100 million USD) in tax revenue each year due to the illegal e-cigarette liquid market.
The law also bans "DIY kits" for making e-cigarette liquids. These kits are still easily available in stores. Violators face fines of up to 200% of the product's value, with a minimum fine of 24,000 hryvnias (about 581 USD).
