2Firsts, December 18, 2025 – According to a notice issued by the U.S. International Trade Commission (USITC), the Commission has instituted an investigation under Section 337 of the Tariff Act of 1930 concerning certain vaporizer devices, cartridges used therewith, and components thereof.
The investigation follows a complaint filed on September 30, 2025, by JUUL Labs, Inc. and VMR Products LLC, with supplemental filings submitted in November and December 2025. The complaint alleges infringement of claims of U.S. Patent No. 11,134,722 and U.S. Patent No. 11,606,981 through the importation, sale for importation, and sale within the United States after importation of the accused products.
The scope of the investigation includes vaporizer devices (ENDS devices), cartridges or “pods,” and related components such as cartridge housings, atomizers, atomizer subassemblies and device subassemblies.
The named complainants are JUUL Labs, Inc. and VMR Products LLC, both based in Washington, D.C. The respondents named in the investigation are Glas, Inc. and Glas, LLC, located in Los Angeles, California.

The complainants have requested that the Commission issue a limited exclusion order and cease and desist orders following the investigation. The USITC stated that the Office of Unfair Import Investigations will not participate as a party in this case.
