Tobacco harm reduction advocates criticize COP11 for limiting public participation and call for inclusion of harm reduction products in discussions
The Conference of the Parties to the World Health Organization's Framework Convention on Tobacco Control (COP11) will convene in Geneva in November to discuss global tobacco control policies. Tobacco harm reduction advocates worry that the meeting may only avoid further policy damage without achieving substantive progress. They point out that COP11 limits public participation and call for strengthened discussion on safe nicotine products.

On September 30, 2025 - According to a report by Filtermag on September 29, the 11th Conference of the Parties (COP11) to the World Health Organization's Framework Convention on Tobacco Control will be held in Geneva in November. Representatives from various countries will discuss tobacco control policies. Against the backdrop of the World Health Organization's long-standing opposition to Tobacco Harm Reduction (THR), THR advocates are concerned that the meeting may only manage to avoid further harm to policies, rather than make substantial progress.

 

The COP10 failed to make progress in reducing global deaths related to smoking, partly because the voices of affected populations were not fully heard. Advocates for Tobacco Harm Reduction criticized the high public participation threshold at the global tobacco control conference, which restricted discussions on safer nicotine products. As COP11 approaches, the Asia-Pacific Harm Reduction Advocates Alliance (CAPHRA) has criticized the registration system for the conference and is calling for broader public participation.

 

The agenda of COP11 focuses on reducing tobacco consumption and nicotine addiction, but THR advocates believe this may undermine efforts to reduce the harm caused by tobacco. In order to change the direction of policy, THR advocates will hold similar opposing activities during the conference, providing evidence on the safety of nicotine products.

Reuters has examined whether nicotine pouches can become the next strategic growth platform for companies including Philip Morris International, British American Tobacco and Japan Tobacco. PMI strengthened its position through the acquisition of Swedish Match and its ZYN brand, while BAT and JTI continue expanding their own nicotine pouch portfolios. Cochrane 2026 Update Adds Nine Trials, Keeps High-Certainty Finding That Nicotine E-Cigarettes Improve Quit Rates Over NRT
Cochrane’s 2026 update of its living review on electronic cigarettes for smoking cessation included 80 randomized controlled trials involving 29,861 adult smokers, with nine trials added in this update. The review retained its high-certainty conclusion that nicotine e-cigarettes increase smoking cessation rates compared with nicotine replacement therapy. In absolute terms, about 10 in 100 people using nicotine e-cigarettes may quit smoking for at least six months, compared with about 6 in 100 using NRT. The review found no clear difference in serious adverse event rates between the two groups, while longer-term safety and the relative effectiveness of newer device types remain less certain.

Altria’s USSTC Starts $250 Million Kentucky Expansion, Adding More Than 200 Jobs
U.S. Smokeless Tobacco Company, an Altria Group company, has broken ground on an approximately $250 million manufacturing expansion in Hopkinsville, Kentucky. The roughly 270,000-square-foot facility is expected to create more than 200 jobs and absorb processing, manufacturing and packaging operations currently split between Hopkinsville and Nashville, Tennessee. USSTC previously said production at its Nashville facility is expected to wind down by early 2028. The project forms part of Altria’s broader effort to modernize and consolidate its U.S. smokeless tobacco manufacturing network.

UK HMRC Plans 30,000 Retail Enforcement Actions as Illegal Tobacco and Vape Sellers Face Tougher Crackdown
The UK government has announced that HM Revenue & Customs (HMRC) will carry out more than 30,000 interventions targeting businesses and retail premises during the 2026-2027 financial year. The actions will focus on tax fraud, illegal goods sales and businesses involved in unlawful activities through retail channels. The government said illegal tobacco and illegal vape sales remain areas of concern. The move shows that UK enforcement against illegal nicotine products is expanding from import and supply channels toward retail-level oversight, alongside the upcoming introduction of the Vaping Products Duty.
