The council sent draft amendments to the attendees regarding the Russian Federal Administrative Offenses Law, a draft amendment to Article 18 of the Federal Law on Protection of Citizens' Health from the Consequences of Environmental Tobacco Smoke, Tobacco Consumption, or Nicotine-containing Products, and a table of all amendments.

A draft law is being formulated to restrict the use of nicotine-containing liquid, heated tobacco products, and disposable electronic cigarettes that do not bear specific branding in the territory of the Russian Federation. The report was presented by Sergei Mikhailovich Katasonov, the co-chairman of the Expert Council.
Preparations for the introduction of a proposed law regulating tobacco and nicotine products and their production materials were discussed by speaker Georgy Ruslanovich Golovanov, a director at JSC Rosspirtprom and a PhD in public administration.
