Bulgaria Proposes Ban on Flavored E-Cigarettes and Tobacco Products
Bulgaria proposes ban on flavored e-cigarettes and stricter regulations on tobacco products, sparking concerns over youth usage.

According to a recent report from news website Novinite, the Bulgarian government has proposed a ban on the sale of flavored e-cigarettes, which include any component (such as filters, paper, packaging, capsules, or other technical elements) containing flavorings.

The Bulgarian government has submitted a bill to the parliament to amend the Tobacco and Tobacco-Related Products Act. Prior to this, tobacco companies were not required to include health warnings on the packaging of heated tobacco products. However, this will change once the bill is passed.

When heated tobacco products are classified as smoke-free, clear label requirements should be applied to these smoke-free tobacco products. If tobacco products contain a certain amount of additives that significantly increase the toxicity, addictiveness, or carcinogenic, mutagenic, or reproductive toxicity of the product when consumed, their use will be prohibited.

In addition, any e-cigarettes or tobacco products that do not comply with legal regulations will be immediately withdrawn from the market. Currently, there is growing public concern about children using such products, and various nicotine-containing tobacco substitutes can be freely sold. The existing laws do not regulate these products and their sales, but there is a significant difference in the nicotine levels of nicotine products, ranging from 6 milligrams to 50 milligrams. Young people can purchase and use these products without restrictions.

Notably, prior to the implementation of this law, e-cigarettes and/or refillable smoking devices, as well as other tobacco products that do not meet the requirements of this law, may continue to be provided and sold until stocks run out, but no later than January 1, 2024.

The same regulations also apply to heated tobacco products that do not meet the requirements of this law, which were produced or placed on the market before October 23, 2023.
