
On April 27, the Vietnamese Ministry of Health held a seminar in Hanoi discussing the issues pertaining to the purchase, sale, and use of new tobacco products.
Representatives from the Ministry of Health, its affiliated departments and institutions, the World Health Organization, and other relevant organizations attended the conference. The meeting discussed issues related to the smuggling, marketing, use, and harm of new tobacco products.
During the meeting, Dr. Nguyen Tuan Lam, a World Health Organization expert from Vietnam, stated that like traditional cigarettes, new tobacco products are harmful to public health. However, the unique characteristics of these products mean that the 2012 Tobacco Harm Prevention and Control Law cannot be applied to them.
Nguyen Tuan Lam states that allowing new tobacco products to be sold officially will quickly increase usage rates, leading to nicotine addiction and traditional tobacco use by young people. There is also an increased risk of e-cigarette drug abuse and distorted advertising and promotion of e-cigarettes and heated tobacco products. Additionally, there are risks of overwhelmed regulation and excess production capacity.
Nguyen Tuan Lam recommends that Vietnam should maintain and strengthen existing laws and regulations concerning import bans and trafficking to prevent an increase in smoking rates among young people.
The Ministry of Health has proposed a ban on all new types of tobacco products. This is due to the increased usage of tobacco, particularly among children, adolescents, women, and girls, caused by e-cigarettes and heated tobacco products which significantly impact the health of young people. It is therefore essential for the country to protect its youth.
