Dr. Ben Carson Criticizes Biden's Delayed Menthol Cigarette Ban
Former United States Secretary of Housing and Urban Development, Dr. Ben Carson, accuses the Biden administration of delaying the menthol cigarette ban to appease Black voters, according to Newsmax.

According to a report by Newsmax this Thursday, former US Secretary of Housing and Urban Development, Dr. Ben Carson, stated that the Biden administration's decision to delay its ban on menthol cigarettes is an attempt to appease African American voters.

 

The former Minister of Housing and Urban Development delved into the recent decision by White House officials to delay the comprehensive plan by the US health regulatory agency to ban menthol cigarettes during an episode of the "National Report" program.

 

Carson was questioned about whether this administrative decision met the satisfaction of the civil rights organizations opposing the smoking ban, as they argued that the ban unfairly targeted black communities.

 

It's hard to find a valid public health reason to delay such a ban," Carson told the host. "When you consider that 85% of black adult smokers are menthol smokers, this is a significant figure.

 

He added, "The National Institutes of Health (NIH) predicts that if the (menthol cigarettes) ban continues to be implemented, it will save the lives of one million people.

 

Therefore, he stated that the Biden administration does not have any other convincing reasons for not implementing this ban.

Traditional shisha still generates almost all revenue, while OOKA, Crown Switch, Greentank and U.S. regulatory spending point to accelerating diversification. The next test is whether those investments can become a second business of meaningful scale and profitability.

At the 2026 New Approaches Summit in New York, FDA Center for Tobacco Products Director Bret Koplow said the PMTA pathway is “predicated on tobacco harm reduction.” He outlined four CTP priorities: youth prevention, helping adults quit or switch to lower-risk products, improving relative-risk communication, and reducing unauthorized products. Koplow also addressed flavored e-cigarettes, public risk perceptions, industry credibility and efforts to make PMTA reviews more efficient and predictable.

Philip Morris International's PMI Business Solutions Philippines has expanded its global business services hub in Makati and plans to add more than 80 positions. Established in 2021 primarily to provide finance and IT support to about 20 markets, the center now employs 519 professionals delivering roughly 600 services across 160 markets. Its functions now span finance, human resources, IT, commercial operations, data analytics, supply chain and project management. PMI says the hub's next phase will focus on AI-enabled and higher-value work. The company did not disclose the size or investment cost of the expansion.

A federal judge in Texas on Oct. 8 granted a joint request by the FDA and plaintiffs including Altria subsidiaries Helix Innovations and NJOY to stay litigation challenging the agency's 2021 PMTA rule. The court cited FDA's anticipated rulemaking concerning the regulation at issue. FDA announced on Sept. 28 that it intends to reassess the PMTA framework and could initiate new rulemaking to replace it. The parties must file a joint status report within 45 days and every 45 days thereafter. A motion by three Reynolds American companies to intervene remains pending.

According to SGST on August 26, 2026, Australia’s Coalition Illegal Tobacco Taskforce released a report recommending an up to 80% cut in tobacco excise to reduce the appeal of the illicit tobacco market. The report claimed organised crime groups now control about 80% of Australia’s tobacco market and argued that high excise rates have widened the price gap between legal and illegal products. The recommendation remains a policy proposal and has not been adopted by the Australian government, which said its focus remains on enforcement, compliance and additional resources.

China Tobacco Hubei explores staged nicotine pouch delivery, using dynamic membranes to slow early release and gradient particles to sustain later delivery
China Tobacco Hubei Industrial Co., Ltd. disclosed several oral nicotine-related patent applications in August 2026, including two that approach staged nicotine release from different directions. One uses a high-viscosity membrane that forms inside the pouch after contact with saliva to slow rapid early release, while the other uses gradient particles with a faster-disintegrating outer layer and a slower core to create a fast-to-sustained release profile. Together, the filings explore how nicotine pouches could balance initial delivery with release later in use.
