Currently, 9 member states of the European Union specifically regulate nicotine pouches as tobacco-related products. Additionally, 4 member states classify nicotine pouches as therapeutic medical products or food, with no approval yet issued for sale as pharmaceuticals or food. Meanwhile, the majority of member states (14) regulate nicotine pouches according to general consumer and safety laws.

Jonas Lundevist stated that, due to a long-standing tobacco tradition, the Scandinavian Peninsula has established a cluster of nicotine pouch markets. Market research shows that the popularity of nicotine pouches is on the rise, with an increasing number of available brands and growing involvement from retailers and related businesses. Though undeveloped markets currently do not show market activity, numerous markets with high smoking rates and large populations will become important markets for nicotine pouches in the future.
