Illegal Sale of THC E-Cigarette Pods in Georgetown, Massachusetts
Georgetown Police Department partners with Massachusetts tax officials, busting illegal THC e-cigarette sales at local store.

According to a report from JGPR on July 16, David Sedgwick, Chief of Police of the Georgetown Police Department in Massachusetts, reported that the department has partnered with the Massachusetts Department of Revenue and the North Shore/Cape Ann Tobacco Control Program to charge two men with illegally selling THC e-cigarette pods.

The two men are 30-year-old Ram Gupta and 29-year-old Dinesh Kumar Yadav, residents of Haverhill.

On July 16th, the two agencies executed a search warrant on the e-cigarette store located at 7 W. Main St. The Georgetown Police Department had been informed previously that the store was selling THC marijuana products without a license or zoning approval.

As part of the investigation, an undercover agent purchased eight THC e-cigarette pods from the store. Additionally, a teenager was able to buy two packs of flavored nicotine products.

Subsequently, authorities seized hundreds of THC cannabis e-cigarette pods and several boxes of illegal flavored tobacco products in Massachusetts while executing a search warrant. The seized products included well-known e-cigarette brands such as RAMA, RAZ, and JUUL.

The store owner and employees were both released on $5000 cash bail and are scheduled to appear in Haverhill District Court on Wednesday, the 17th.

ATF Cancels Webloc Contract, Raising Questions Over Commercial Location Data in Enforcement
The U.S. Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) has stopped using Webloc, a commercial phone-tracking tool, after lawmakers, a prosecutor and a judge raised legal and privacy concerns over warrantless use of ad-tech location data, a development that may affect data-use boundaries in U.S. enforcement against illicit tobacco, nicotine products and cross-border distribution networks.

FDA Foreign Tobacco Registration Proposal Could Strengthen ENDS Import Oversight, Azim Chowdhury Says
FDA’s proposed rule requiring foreign tobacco manufacturers to register establishments and list products is more than routine paperwork, Keller and Heckman LLP partner Azim Chowdhury told 2Firsts. He said it could strengthen FDA’s import enforcement, inspections and market surveillance. Chinese e-cigarette OEM/ODM manufacturers, specification developers, brand owners and component suppliers may need to review their roles, product data and U.S. market authorization status.

WIRED Investigation: Chinese-Made Vapes Turn to 6-Methyl-Nicotine and Other Analogs, Challenging U.S. Regulation
WIRED Investigation: Chinese-Made Vapes Turn to 6-Methyl-Nicotine and Other Analogs, Challenging U.S. Regulation
U.S. technology and investigative publication WIRED has examined how nicotine analogs are emerging as a new challenge for the country’s vape regulatory framework. The article argues that after the U.S. expanded federal oversight of nicotine products in 2022, some manufacturers began using nicotine-like compounds such as 6-methyl-nicotine that may fall outside existing definitions. Researchers cited by WIRED said some nicotine analogs could be more potent than traditional nicotine, although human health impacts remain unclear. U.S. policymakers are considering broader definitions of nicotine to bring these compounds under federal oversight.

China’s Zhengzhou Tobacco Research Institute develops end-to-end heated tobacco analysis to trace aerosol compound origins
The Zhengzhou Tobacco Research Institute of China National Tobacco Corporation has filed a patent application for an end-to-end method to analyze the migration and transformation of chemical compounds in heated tobacco products. Using GC-Orbitrap/MS non-targeted analysis, the method compares tobacco substrate and aerosol samples to distinguish compounds transferred directly from the substrate from those newly formed during heating, while also calculating transfer rates. In an example involving nine heated tobacco products, the patent identified 17 newly formed thermal decomposition compounds and 38 transferred compounds.

FDA Tobacco Proposal Signals Full-Chain Compliance Test for Global E-Cigarette Supply Chains
FDA’s proposed foreign tobacco establishment registration and product listing rule remains unfinished, but Accorto told 2Firsts it reflects a shift toward structured oversight similar to medical device and pharmaceutical compliance frameworks. For Chinese and global e-cigarette suppliers, U.S. market access is moving beyond product authorization toward full-chain compliance covering manufacturing, documentation, import control, distribution, retail and marketing discipline.
