Imported E-cigarettes in Kyrgyzstan: Official Data and Concerns
Kyrgyz lawmaker questions e-cigarette imports, customs official responds; over 840k units imported with concerns of smuggling. Tax revenues reported.

On May 20th, during a meeting of the Social Policy Committee, Kyrgyzstan's Deputy Senator Aida Isatbek kyzy inquired about the amount of e-cigarettes imported into the country. In response, Elnura Mambetzhunusheva, Deputy Head of the National Customs Service, stated that official data as of the end of 2023 showed that Kyrgyzstan had imported 843,600 e-cigarettes, 414,300 milliliters of bottled nicotine e-liquid, 616,800 disposable nicotine e-cigarettes, and 26,900 other e-cigarettes. The Deputy Senator expressed concern that this indicated the presence of smuggled goods. The Deputy Head of the National Customs Service replied that efforts to combat smuggling were being carried out comprehensively.

 

Regarding the payment of consumption tax, Nurilan Umtulov, Deputy Minister of Taxation, responded, "99% of goods are imported, and all taxes have been paid. In 2023, the purchase volume of consumption tax stamps for various e-cigarettes will be 11 million units, worth 353 million som (approximately 4 million US dollars).
