Indonesia’s customs data show vape (REL) excise revenue reached Rp 2.84 trillion in 2025 (≈$170.4 million), up 7.38% year over year. The gain came even as overall tobacco excise revenue declined. Minimum retail price benchmarks (HJE) for vape products rose in 2025, while excise rates remained unchanged from 2024; open-system e-liquids accounted for the largest share of revenue.

According to CNBC Indonesia, Indonesia’s Ministry of Finance customs data show vape (REL) excise revenue reached Rp 2.84 trillion(≈$170.4 million) in 2025. , up 7.38% from Rp 2.65 trillion in 2024 (≈$159.0 million).

 

By category, open-system e-liquids generated the largest share of receipts, followed by closed-system e-liquids and solid e-cigarette products.

 

The increase came amid weaker excise collections overall. Indonesia’s total excise revenue in 2025 was Rp 221.7 trillion (≈$13.302 billion), down 2.1% year over year and 90.8% of the annual budget target. Tobacco excise (CHT) contributed Rp 211.7 trillion (≈$12.702 billion), below Rp 216.9 trillion in 2024 (≈$13.014 billion).

 

On the regulatory front, e-cigarettes have been subject to tobacco excise (CHT) and piggyback cigarette taxes since Jan. 1, 2024. Minimum retail price benchmarks (HJE) were raised effective Jan. 1, 2025, while excise rates remained unchanged from 2024 under PMK No. 96/2024. Minimum HJE benchmarks cited include:

 

Solid e-cigarettes: Rp 6,240/gram (≈$0.37/gram)

Open-system refill liquids: Rp 1,368/gram (≈$0.08/gram)

Closed-system liquids: Rp 41,983/gram (≈$2.52/gram)
