Kyrgyzstan considers six-month ban on e-cigarette and e-cigarettee-liquid imports
According to Kyrgyz media, the Ministry of Economy and Commerce has launched a public discussion on a draft decree proposing a six-month ban on the import of e-cigarettes and nicotine-containing liquids. The measure, based on Article 15-1 of the Law “On Protecting Citizens’ Health from the Consequences of Tobacco and Nicotine Use,” aims to safeguard public health and prevent youth nicotine addiction.

2Firsts, Nov. 10, 2025 — According to 24.kg, the Ministry of Economy and Commerce of Kyrgyzstan has initiated a public consultation on a draft decree introducing a temporary six-month ban on the import of e-cigarettes and nicotine-containing liquids.

 

The proposed regulation, titled “On the Temporary Ban on the Import of E-Cigarettes and Nicotine-Containing Liquids,” would apply to vape devices, integrated nicotine delivery systems, and nicotine liquids packaged in cartridges, tanks, and other containers.

 

The initiative is being implemented under Article 15-1 of the Law “On Protecting Citizens’ Health from the Consequences of Tobacco and Nicotine Use,” which took effect on July 1, 2025. The ministry said the measure aims to protect public health and prevent the spread of nicotine dependence, particularly among young people.

 

Customs data show a sharp increase in imports in recent years: nearly 50 tons in 2023, more than 83 tons in 2024, and about 12 tons in the first four months of 2025. The main supplier countries include China, South Korea, the United Kingdom, Hong Kong, Germany, and Kazakhstan.

 

The draft decree remains under public review, with final adoption and enforcement expected after consultations with relevant stakeholders.

Private antitrust litigation stemming from Altria's 2018 $12.8 billion investment for a 35% economic interest in JUUL is advancing before the U.S. Court of Appeals for the Ninth Circuit. Direct purchasers, indirect purchasers and indirect resellers of JUUL products filed answering briefs this week seeking to preserve class certifications granted by a California federal court in February. Altria and JUUL argue that individual consumers and large distributors differ too much in purchasing terms to remain in a single direct-purchaser class, while a separate dispute concerns whether California antitrust law can apply to indirect purchasers across 27 jurisdictions. A September trial has been put on hold during the appeal.

South Korea Imports 12,126 Kg of Nicotine Analogues From April to August After Bringing Synthetic Nicotine Under Tobacco Law
South Korea's liquid-vape market is showing changes across raw-material imports, product types and sales channels after synthetic nicotine came under the Tobacco Business Act on April 24. Customs data show nicotine-analogue imports totaled 12,126 kilograms from April through August, while synthetic-nicotine imports over the same five months totaled 231,663 kilograms, just 39.3% of the amount imported in March alone. Physical liquid-vape stores tracked in Seoul and Gyeonggi Province fell 9.9%, unmanned outlets edged higher and online sales listings increased from 27,774 to 42,437. Government testing of 105 liquid inhalation products promoted as nicotine-free separately found nicotine in 13 and 6-methylnicotine in 12.

Eleftheria (Ria) Kioupritzi, a biopharmaceutical professional with more than 15 years of experience, has joined Philip Morris International as Director Scientific Affairs within Corporate Affairs. She previously served at Roche as Senior Scientific Communications Director for Neuroscience and Rare Diseases and worked extensively in spinal muscular atrophy. Her earlier career also covered competitive intelligence, clinical and regulatory monitoring, pipeline development and launch preparation. During her time working in Roche's SMA field, Evrysdi passed through several U.S. FDA milestones, including its initial approval, an expanded indication for younger infants and approval of a tablet formulation. Public records do not show that Kioupritzi herself led the FDA submissions.
