2Firsts, January 14, 2026 – According to MTS, the Jogorku Kenesh committee on labor, health, women’s affairs and social issues decided to withdraw two draft laws for further revision.
The drafts include “On banning the use of electronic nicotine delivery systems and electronic cigarettes in the Kyrgyz Republic” and “On amendments to certain legislative acts of the Kyrgyz Republic,” including changes to the law on protecting citizens’ health from the consequences of tobacco and nicotine consumption and exposure to tobacco smoke and aerosol, as well as changes to the Code of Offences.
Committee deputies said the drafts will be reconsidered with all comments and proposals taken into account and will then be presented again for discussion in the Jogorku Kenesh.
At a previous plenary session, deputies and representatives of the State Tax Service discussed that a total ban may be ineffective, could lead to increased smuggling and reduced budget revenues, and could open the possibility of legalizing trade through taxation.
