Maryland Passes Bill to Regulate E-cigarette Tax, Debate on Flavor Bans Continues
Maryland passes e-cigarette tax bill, signaling progress in regulating ENDS, while debate on banning flavored products continues due to fiscal pressures.

According to a report from the NM Tribune on November 21st, recent developments in the state of Maryland have resulted in the passing of a bill regarding the taxation of e-cigarettes. This legislation signifies a significant advancement in the regulation of Electronic Nicotine Delivery Systems (ENDS) in the state.

 

However, the debate on whether to ban flavored e-cigarette products continues, influenced by financial pressures.

Glas says newly released internal FDA records show agency scientific reviewers supported authorization for several flavored G2 products before senior leadership halted them. According to documents obtained through a Freedom of Information Act request, FDA’s Office of Science first recommended marketing authorization for all eight products in December 2025 and later supported six of them in February 2026. Jinjia Shares’ 2025 annual report summary and first-quarter 2026 report show that the company recorded 2025 revenue of RMB 2.988 billion, up 4.57% year on year, while net profit attributable to shareholders turned to a loss of RMB 346 million.
