According to a report by Startribune on April 25th, the Minneapolis City Council in Minnesota unanimously approved setting the minimum price for a pack of cigarettes at $15 (pre-tax). The city is set to become the city with the highest government-mandated minimum cigarette price in the United States.
In addition, the approved changes on Thursday also set minimum prices for cigars, pipe tobacco, and chewing tobacco, and prohibit all discounts or coupons for tobacco products.
E-cigarettes, lozenges, chewing gum, and other non-tobacco nicotine delivery methods will not be affected.
The regulation is expected to be signed by Mayor Jacob Frey. It is reported that the new highest price of $15 (after deducting state taxes to at least $15.74) will surpass the minimum price of $10 per pack implemented in Saint Paul in 2021 and the minimum price of $13 in New York City. Four-pack cigars will also be $15, and chewing tobacco will be $15 as well.
City officials stated that this additional money can help alleviate any impact on retailers from declining sales.
