Russia plans tobacco-like standards for unmarked nicotine product transport domestically

Russia proposed setting up standards similar to tobacco product restrictions to limit the transportation of unmarked nicotine products within Russia. This bill was passed in the first reading at a plenary meeting of the State Duma on March 2.

 

Elerat Falarhov, a member of the State Duma Budget and Taxation Committee, stated that the circulation of unmarked nicotine products is a threat to Russia's interests, primarily because such products are priced lower, which could lead non-smokers to start smoking and become addicted. This also damages the economic interests, as it means loss of tax and tariffs revenue.

 

The proposal suggests allowing individuals to carry no more than 200 unmarked heated tobacco products or no more than 50 milliliters of nicotine-containing liquid products within Russia.

 

According to Mikhail Kizeyev, a member of the Health Care Committee, the restriction measures will prevent the illegal trading of these products. Some feedback and suggestions have been received, which will be considered in the second reading.

 

Falarhov emphasized that current Russian law states that each person can carry no more than 200 unmarked nicotine products, including 200 cigarettes, 50 cigars or cigarillos, 250 grams of tobacco or a total weight of no more than 250 grams of tobacco products. However, there is currently no regulation on heated tobacco products.
