In a first, on October 15, 2025, the New Zealand Ministry of Health (Health NZ) announced through the Government Electronic Tender Service (GETS) that they are seeking e-cigarette device and nicotine pod suppliers through a Request for Quote (RFQ). The project, identified as NCP-SW4, falls under disposable distribution procurement and aims to provide products to 29 smoking cessation services nationwide that are funded by Health NZ.
According to the announcement, the procurement includes:
Pod-style e-cigarette devices and nicotine pod supplements must cover a variety of legal flavors and different concentrations ranging from 0% to 28.5mg/ml.
Suppliers must ensure competitive pricing and provide a sufficient quantity of pods to support each participant's three-month smoking cessation attempt.
Health NZ emphasized in the document that the project will strictly adhere to the implementation guidelines of Article 5.3 of the World Health Organization Framework Convention on Tobacco Control, ensuring that public health policies are not influenced by the interests of the tobacco industry. The tender opened on October 1, 2025, and will close on October 20.
