New Zealand Health Ministry launches e-cigarette and nicotine pod procurement project for smoking cessation services
Health NZ launches e-cigarette and nicotine pod procurement project for 29 government-funded smoking cessation services, following WHO guidelines.

  1. The New Zealand Ministry of Health has launched a procurement project for e-cigarettes and nicotine pods, which will be used by 29 government-funded smoking cessation services nationwide.

In a first, on October 15, 2025, the New Zealand Ministry of Health (Health NZ) announced through the Government Electronic Tender Service (GETS) that they are seeking e-cigarette device and nicotine pod suppliers through a Request for Quote (RFQ). The project, identified as NCP-SW4, falls under disposable distribution procurement and aims to provide products to 29 smoking cessation services nationwide that are funded by Health NZ.

 

According to the announcement, the procurement includes:

 

Pod-style e-cigarette devices and nicotine pod supplements must cover a variety of legal flavors and different concentrations ranging from 0% to 28.5mg/ml. 

Suppliers must ensure competitive pricing and provide a sufficient quantity of pods to support each participant's three-month smoking cessation attempt.

 

Health NZ emphasized in the document that the project will strictly adhere to the implementation guidelines of Article 5.3 of the World Health Organization Framework Convention on Tobacco Control, ensuring that public health policies are not influenced by the interests of the tobacco industry. The tender opened on October 1, 2025, and will close on October 20.

Canadian Health Minister Marjorie Michel says she is not considering loosening retail restrictions on nicotine pouches. Canada regulates pouches containing 4 mg or less of nicotine per unit as non-prescription nicotine replacement therapy and requires newer NRT formats such as pouches to be sold from behind pharmacy counters. Meanwhile, Unsmoke Canada, linked to Philip Morris International's Canadian business, is pushing to allow pouches in convenience stores and other general retail outlets. Health Canada also acknowledges continued unauthorized sales, while recent research shows rising pouch use among Canadian youth aged 16 to 19.

AIR Global Starts Debt Refinancing Four Months After Nasdaq Listing With About $400 Million Notes Expected
AIR Limited, a wholly owned subsidiary of AIR Global, has launched an offering of U.S. dollar-denominated senior unsecured notes, with proceeds primarily intended to repay its existing term loan and revolving credit facility. AIR has not disclosed the final size, maturity or coupon; Refinitiv, citing Moody's, reported an expected issuance of approximately $400 million and a Ba3 rating. AIR had about $412.4 million outstanding under the two bank facilities at June 30 and net debt of $344.8 million. In the first half of 2026, AIR's Al Fakher-led flavored shisha molasses business generated about 99% of company revenue, while New Growth Categories including Crown Switch produced $2.2 million in revenue and remained loss-making on an adjusted EBITDA basis.

European Ombudswoman Teresa Anjinho has opened an inquiry into how the European Commission’s Directorate-General for Trade handles interactions with the tobacco industry. The case follows a complaint from a civil society organisation that alleges regular, unnecessary and non-transparent contacts between DG TRADE and tobacco industry representatives, raising questions over compliance with the EU’s obligations under the WHO Framework Convention on Tobacco Control. The inquiry remains ongoing, and the Ombudswoman has not reached any finding of maladministration.

As FDA Reshapes PMTA Reviews and ENDS Enforcement Priorities, CTP Acting Director Bret Koplow to Keynote NATO Event for a Retail Network of 66,000-Plus Stores
Bret Koplow, acting director of the U.S. Food and Drug Administration's Center for Tobacco Products, will deliver a keynote and participate in a fireside chat at the National Association of Tobacco Outlets' Sept. 29-30 conference in Washington. His appearance comes months after the FDA moved to accelerate PMTA reviews and introduced a more differentiated enforcement policy for certain unauthorized ENDS and oral nicotine pouch products. The agency also plans a public list identifying manufacturers and products it does not currently intend to prioritize for enforcement under the May guidance. NATO says its membership includes more than 66,000 retail stores, making product-status transparency and enforcement boundaries directly relevant to the retail sector.
